India has roughly 5.8 million software developers. The Philippines has an estimated 290,000 to 340,000. That is close to a twentyfold difference, and it is the single most consequential fact in this comparison.
Pool size does not make individual engineers better. What it changes is availability at a given specification. If you need a senior Laravel engineer who has worked on multi-tenant billing, India has a few thousand such people and the Philippines has a few dozen. The narrower your requirement, the more the pool size decides whether you can fill the role at all — and how long you wait.
It also changes what happens when someone leaves. Replacing a specialist from a pool of 5.8 million is a scheduling problem. Replacing one from a pool of 300,000, where the large outsourcing employers are already competing for the same people, can be a genuine crisis.
English: The Real Picture
This is the part most Indian vendors skip, so here it is plainly. On the 2025 EF English Proficiency Index, the Philippines ranks 28th in the world with a score of 569 — in the “High” band, second in Asia. India ranks 74th with 484, in the “Low” band, and its score fell six points that year.
That gap is real and it is not spin. But read what it measures: it describes national populations, not the engineers you would hire. India’s 5.8 million developers work in English by default — documentation, code, commits, technical discussion — and the country has an enormous number of fluent, technically articulate speakers. The index average is dragged by a population of 1.4 billion, most of whom have no reason to speak English at work.
The practical difference is breadth, not ceiling. In the Philippines, clear conversational English is closer to the default across the entire talent pool, which makes it easier to staff roles where someone talks live to non-technical customers all day. In India you can absolutely hire engineers with excellent spoken English — you just have to select for it rather than assume it.
Run a 30-minute unscripted video call with the actual developer — not an account manager — and ask them to explain a technical decision they disagreed with. Accents matter far less than whether they can argue a point clearly. Any vendor that resists this call has told you something.
What Each Market Is Built On
The two industries grew from different roots, and it still shows.
The Philippine IT-BPM sector reached roughly $42 billion in export revenue in 2026 with about 1.97 million full-time staff, targeting $50.5 billion and 2.14 million jobs by 2028. It is one of the world’s great success stories — but the centre of gravity is business process outsourcing: contact centres, back office, shared services. Software engineering is a growing part of it, not the foundation.
India’s offshore industry grew out of software services and product engineering from the beginning. That shaped what is abundant: framework specialists, architects, data and AI engineers, people who have maintained one codebase for six years.
Neither history is a verdict. It simply predicts what you will find easily in each market.

Two warnings about every number above. First, rates vary more by vendor than by country — a careless agency in either market will cost you more than a good one in the other, because you pay twice for work done badly. Second, the cheapest hour is rarely the cheapest year: what matters is cost per shipped feature, which depends on seniority, review quality and turnover.

Where the Philippines Wins

- Deep framework specialisation. Laravel, PHP, React, Node, .NET, Java — the deeper the specification, the more the 20× pool matters.
- Senior engineering and architecture. More supply at the top end, and therefore both availability and flatter pricing.
- Data, AI and ML work. This is where the gap is widest today.
- European working hours. Three and a half to five and a half hours from most of Europe against six to eight from the Philippines.
- Long-lived product teams. Multi-year ownership of a codebase, where replacing a leaver quickly is what keeps the roadmap alive.
